“HOW DID WE LET THIS HAPPEN”? As the government rolled out its domestic security apparatus after 9/11, I began thinking about historical lessons. I was struck by how much these new security manifestations echoed World War II. And because I am often asked the question, "Will this happen again?" I wondered: Was habeas corpus and due process issues during the Second World War? What about preventive detention? Rendition? Military commissions?

Having presented scores of interviews and case studies in previous books, I believed I could now concentrate on the broader significance of the story in American history: the influence of historical precedent on domestic security practices, and the contest between security and the Constitution.

NOTE: The Slide Show (below) includes pictures of a few of the people in my book, as well as some internment camps: Ft. Lincoln, Ft. Missoula, Ellis Island, and Ft. Meade. You might be surprised to learn that Ellis Island, best known for its welcoming atmosphere, was a prison for many Germans being deported after living ordinary lives in America for years.
